Waste management is an important issue. If there is an abundance of waste in an area, it will become less attractive and property values will drop.

In addition, waste disposal creates both land and air pollution.
In response to these concerns, California imposed requirements on recycling which has prompted cities and counties to enact regulations in order to comply with state requirements.
San Diego Municipal Code §66.0705 requires anyone who is provided with
curbside recycling collection services by the City of San Diego, to participate in the city
curbside recycling program.
Participants separate recyclable materials from other solid waste,
deposit the recyclable materials in the approved containers, and place them out for collection.
San Diego Municipal Code §66.0706 requires that for single family residences
that receive solid waste collection services from a franchisee, the responsible party shall
provide curbside recycling services to the occupants as required.
This must include:
Collection in a separate container and at least two times per month of combined plastic and glass bottles and jars, paper, metal containers, cardboard, and rigid plastics;
Weekly collection of yard trimmings and nonhazardous wood waste;
Weekly collection of food materials and food-soiled paper mixed with food materials; collection of other recyclable materials for which markets exist as determined by the Director;
Utilization of recycling containers that comply with the size and color standards of the Container and Signage Guidelines established by the Manager;
Designated recycling collection and storage areas;
Signage on all recycling receptacles, containers, chutes, and enclosures which complies with the standards described in the Container and Signage Guidelines established by the Manager;
Containers for recyclable materials in all areas where solid waste containers are located.
